Why would noted 19th century evangelical social reformer William Wilberforce be leaning on a rail as he addressed British Parliament?

 

Possibly because of the discomfort from a pebble in his shoe! He was in the habit of putting a pebble in one shoe to remind himself to constantly keep his mind on heavenly things.
